As an advanced technology system, Automatic Number Plate Recognition cameras are capable of reading vehicle number plates without the need for human intervention. This is achieved through high speed image capture with supporting illumination, detection of characters within the images taken, verification of character sequences and character recognition to convert the image to text. The result is a set of metadata that identifies an image containing a vehicle number plate and the associated decoded text for that individual plate.

Operational Response
Within the public sector the use of ANPR cameras is widespread. Police use ANPR technology to check vehicles and its registration plates which is instantly checked against database records of vehicles of interest (VOI). If the vehicle is listed as a VOI Police officers can stop a vehicle, check it for evidence, and where necessary, take appropriate action. In comparison to manual monitoring systems, ANPR cameras are far superior in its capabilities and effectiveness.
Journey Time Monitoring (JTM)
Another use of ANPR cameras within the public sector is that of Journey Time Monitoring, now widely introduced along UK motorways. A dedicated JTM system selects a random vehicle, and then logs its number plate as it passes the first ANPR camera. A second camera is situated further down the motorway and intelligently calculates the vehicle's journey time between the two selected points to calculate the speed of traffic flow. Using this data, variable message signs above the motorway can provide drivers with information signalling that '10 minutes to next junction'.
Speed limit enforcement
Pairs of ANPR cameras can be arranged quite simply to calculate the average speed of a vehicle as it passes between them, helping with site speed limit enforcement. With the addition of ANPR cameras, there is a proven high compliance of average speed enforcement to speed limits, reducing accidents, increasing safety and improving traffic flow.
n-site vehicle tracking
As well as the private sector, ANPR cameras have become increasingly popular within the private sector also. A very useful application of ANPR cameras is monitoring vehicles arriving and leaving a site, providing an accurate and instant record of all vehicles on a particular site at any given time. If the site is a carpark with public access, the data produced can also be very useful in tracking and subsequently finding stolen vehicles.
Monitoring parking spaces
The monitoring of disabled or designated parking spaces is easy to carry out with Automatic Number Plate Recognition. This can be expanded on further so that an ANPR system is arranged that, on seeing a disabled car owner, staff at a shopping centre, for example, would come and meet the individual/s with a wheelchair or provide some form of assistance in such instances.
